DUŠAN KRIČEJ, STATE SECRETARY

Dušan Kričej was born on 7 June 1957 in Ljubljana. He holds a Masters Degree in Pharmacy and has almost 30 years of experience in demanding projects in electronic public administration. He headed the project of establishing the first eUprava (e-Administration) portal and worked on a number of e-applications and systems for providing effective services for citizens employed in public administration and legal entities. Particularly worthy of mention was the eVEM project (An electronic one-stop-shop portal for sole proprietors and limited liabilities companies) promoting for the first time a concept of friendly e-administration for sole proprietors at a single access point. For the successful implementation of the project, the former Ministry of Public Administration received the United Nations Public Service Award. The Ministry of Justice and Public Administration received another United Nations Award, namely for e-democracy and ITDL (IT-Supported Procedure for Drafting Legislation) project. Both awards were received in the competition within the North America and Europe. According to the European Commission’s estimates, the Slovenian public administration ranked second in the area of e-services in Europe. In 2012, Kričej was Acting Director General in the IT and e-Services Directorate at the Ministry of Justice and Public Administration. Recently, he has been actively involved in projects financed from the European Structural Funds being one of the priorities of our country. These are projects in the area of e-justice, e-administration and interoperability and data exchange, e-procurement and service directive support. Based on his extensive experience, he invests great efforts mainly in the revision of the effective state IT strategy, development of action plan necessary for carrying out demanding e-projects with a view to making the e-services of the Slovenian public administration better, simpler, cheaper, distinctive and particularly usable.
